دور الحوكمة في الحد من البيروقراطية السلبية في المنظمات العامة السعودية: دراسة ميدانية على عيِّنَة من القيادات الإدارية

هدف الدراسة الحالية إلى التعرف إلى مستوى تطبيق الحوكمة في المنظمات العامة السعودية، وكذلك مستوى شيوع البيروقراطية السلبية في وحداتها في المرحلة الراهنة، وقياس أثر تطبيق مدخل الحوكمة في الحد من البيروقراطية السلبية فيها. لقد استُخدم المنهج المسحي الوصفي بالاعتماد على الاستبانة كأداة لجمع البيانات الميدانية من عينةٍ ملائمةٍ قوامها (176) مفردة من القيادات الإدارية في المنظمات العامة بمدينة الرياض. توصلت الدراسة إلى جملةٍ من النتائج، أهمها: أن عينة الدراسة ترى أن تطبيق الحوكمة في المنظمات العامة يتم -إجمالاً- بدرجةٍ متوسطةٍ، بجميع أبعادها (الشفافية- المساءلة والمحاسبة- المشاركة) فيما عدا (سيادة القانون) يُطبق بدرجة (مرتفعة) نسبياً. كذلك أقرت عينة الدراسة بوجود البيروقراطية السلبية بدرجة (مرتفعة) نسبياً في المنظمات المشمولة بالدراسة، ويأتي من مظاهرها في المقدمة: استغلال السلطة الإدارية لخدمة مصالح خاصة، يليه استغلال موارد المنظمة لأغراض ذاتية، ثم هدر وقت العمل. علاوة على ذلك، كشفت الدراسة وجود تأثير عكسي قوي ذو دلالة إحصائية للحوكمة كمتغير مستقل إجمالي على البيروقراطية السلبية كمتغير تابع إجمالي؛ إذ إنّ متغير (الحوكمة) يُسهم في تفسير (69%) من التباين والتغير في متغير (البيروقراطية السلبية).
